Contracts to SaaS
Context & Challenge
When I started worked with SCCEIV, the product strategy was heavily focused on securing large, high-revenue government contracts in countries where legislation allowed remote voting.
While financially attractive, this approach had clear limitations:
- Long and complex sales cycles driven by competitive bids (RFPs)
- Heavy dependence on a small number of high-risk deals
- Limited scalability due to the slow growth of the government market
The challenge was not technical—it was strategic:
How could we create a more scalable, predictable growth model without compromising security, compliance, or trust?
Discovery & Market Insight
I initiated a market discovery phase to explore alternative growth opportunities beyond traditional government clients.
- Analyzing market size and growth constraints in GovTech
- Studying adjacent sectors with similar decision-making needs
- Evaluating competitors and existing voting solutions
- Assessing internal capabilities and platform readiness
- Worker unions
- Universities
- Corporations
- Homeowner associations
- Clubs and member-based organizations
- Secure and auditable voting
- Easy deployment and usability
- Compliance with local regulations
- Cost-effective and repeatable solutions
Product Strategy & Business Model
Based on these insights, I proposed a strategic pivot:
Transition from a government-only model to a B2B SaaS platform distributed through channel partners.
Key strategic decisions:
- Channel-based distribution:
Local partners could address regional markets more effectively, leveraging their understanding of language, culture, and legal frameworks.
- SaaS pricing model:
- Fixed base fee covering cloud infrastructure, support, and product updates
- Variable, usage-based fee per voter to ensure scalability and margin growth
- Volume-driven growth:
Shift focus from a few high-revenue contracts to many smaller, repeatable accounts, creating more predictable revenue streams.
This approach allowed the product to remain compliant and secure while becoming commercially scalable.
Go-to-Market Execution
I led the end-to-end Go-to-Market (GTM) strategy, including:
- Defining a clear product mission and vision
- Positioning the platform as a secure, reliable, and innovative SaaS solution, inspired by Estonia’s remote voting security standards
- Creating comprehensive sales enablement assets for partners:
- Product demos
- Instructional and onboarding videos
- Partner training sessions
- Knowledge base and documentation
- Real-world case studies
I also ensured continuous feedback loops between:
- Channel partners
- Customers
- Sales and delivery teams
This feedback directly informed the product roadmap, prioritizing features that maximized adoption, usability, and partner success.
Outcomes & Impact
This case demonstrated how product strategy, business modeling, and execution can transform a highly specialized solution into a scalable B2B SaaS platform.
Successfully entered new international markets, including Canada, Germany, and Australia
Established and onboarded the first channel partners in each region
Enabled partners to independently deploy and commercialize the platform
Reduced dependency on large, high-risk government contracts
Created a scalable SaaS foundation for sustained growth
